Clark County Priorities

First Priority – Treatment

  1. Treat Opioid Use Disorder (OUD)
    • Improve immediate access to inpatient treatment and Detox (preference is medically assisted program) with a prioritization of populations who are unhoused and in the re-entry program.
  2. Support People in Treatment and Recovery
    • Improve coordination between systems to improve access to community resources and housing.

Second Priority – Other areas

  1. First Responders
    • Current and future law enforcement expenditures relating to the opioid epidemic.
    • Educate law enforcement or other first responders regarding appropriate practices and precautions when dealing with fentanyl or other drugs.
  2. Leadership, Planning and Coordination
    • Invest in infrastructure or staffing at government or not-for-profit agencies to support collaborative, cross-system coordination with the purpose of preventing overprescribing, opioid misuse, or opioid overdoses, treating those with OUD and any co-occurring SUD/MH conditions, co-usage, and/or co-addiction, supporting them in the treatment or recovery, connecting them to care, or implementing other strategies to abate the opioid epidemic described in this opioid abatement strategy list.

Third Priority – Prevention

  1. Prevent over-prescribing and ensure appropriate prescribing and dispensing of opioids.
  2. Prevent misuse of opioids.
  3. Prevent overdose deaths and other harms.

Proposed Outcome Measures:

  • Funds distributed according to OAC processes
    • Provided by Carelon Behavioral Health
  • Number of individuals engaged in treatment (including MOUD)
    • Provided by funded program regarding their participants
  • Participant Residence Location
    • Provided by funded program regarding their participants
  • Opioid Overdose Deaths and Overdose Reversals
    • Provided by Clark County Public Health

Potential Outcome Measures to be considered and/or refined for awardees:

  • Attainment of goals defined in their proposal
  • Hospital Admission rates
  • Time to access treatment
  • Treatment availability in the jail
  • Discharge criteria and re-engagement rates after relapse
  • Rates of housing for participants
