Last updated: October 27, 2026

Participating local governments throughout North Central Washington are investing opioid settlement funds in programs and services designed to prevent and address the impacts of opioid use in our communities.

About Opioid Settlement Funding

North Central Washington’s participating local governments use opioid settlement funds to support allowable opioid abatement strategies responsive to local and regional needs.

These investments support efforts to prevent opioid-related harm, increase access to treatment and recovery services, strengthen prevention and community-based responses, and improve connections to resources throughout North Central Washington.

Carelon’s Role

Carelon Behavioral Health serves as a neutral convener to the Clark County Opioid Abatement Council (OAC) and the North Central Washington Regional Opioid Abatement Council (OAC). We coordinate and facilitate council meetings, provide technical assistance, administer funding processes as directed by each council, oversee reporting, contract management and monitoring, and ensure compliance with applicable opioid settlement requirements.

Carelon Behavioral Health’s role is to support a fair, transparent, and consistent funding process. As a neutral administrator, we are not a voting member of either OAC, do not establish funding priorities, review or score proposals, recommend projects for funding, or make funding decisions. Funding recommendations are developed by the respective Opioid Abatement Councils, and final funding decisions are made by the participating local governments.

**Disclaimer**

Some organizations are listed more than once when they receive funding from multiple participating local governments. Awards are displayed separately to clearly identify each jurisdiction’s approved contribution. Awarded organizations may spend up to the awarded amount provided by each participating local government.

Carelon Behavioral Health, as the BH-ASO for North Central Washington, will be administrating and distributing funding to opioid harm mitigation programs, following HCA guidelines.
