Clark County Opioid Fund RFP 2026 Award Overview

We are pleased to announce the 2026 awardees for the Clark County Opioid Settlement Fund RFP. This funding comes as part of an ongoing effort to utilize Washington State Opioid Settlement Funds to address the multifaceted challenges posed by the impacts of opioid use issues across Clark County.

The selected projects span a range of strategies including: continuing our work to expand Medication for Opioid Use Disorder in the Clark County Jail, enhancing peer support outreach to individuals struggling with substance use disorder, and supporting reentry and housing for individuals with opioid use issues.

Below are the award details and a brief overview of the funded projects:

4D Recovery

  • Amount Awarded: $ 318,650
  • Years: 1
  • Overview: Creation of a recovery access and stabilization pathway program for individuals aged 18-35 experiencing homelessness and Opioid Use Disorder issues in Clark County.

 

Clark County Jail Services

  • Amount Awarded: $ 436,705
  • Years: 1
  • Overview: Clark County Jail Services has been awarded additional funding for FY 26- 27 to further expand and enhance the existing Medication for Opioid Use Disorder (MOUD) Program.  This will include training and expansion of clinical and recovery support services to the new J-Pod facility when it opens.

 

Council for the Homeless

  • Total Amount Awarded: $657,276
  • Years: 3
  • Overview: The Council for the Homeless intends to use funding for the “A Way Home” reentry project.  They intend to partner with Clark County Jail to connect those with Opioid Use concerns with supportive services and housing.

 

Couve Collective

  • Amount Awarded: $242,812
  • Years: 1
  • Overview: The Couve seeks continued and expanded funding for the “Couve Opiate Response Effort” (CORE) including case management processes, naloxone distribution, a dedicated CORE telephone line, and transportation of CORE participants.

 

Helping Professionals Wellness Center

  • Total Amount Awarded: $75,000
  • Years: 2
  • Overview: Helping Professionals Wellness Center has been funded to support enhancing their peer support services with a Peer Recovery Mentor.

 

PeaceHealth Southwest Medical Center

  • Amount Awarded: $500,000
  • Years: 1
  • Overview: PeaceHealth Southwest Medical Center was funded for one year to created a hospital-led discharge pathway that guarantees MOUD induction before discharge, pre-scheduled follow-up, and same-day indoor placement with peer navigator support.

 

Vancouver Public Schools

  • Total Amount Awarded: $629,318
  • Years: 2
  • Overview: Vancouver Public Schools plans to expand Prevention Intervention Specialist program to serve elementary and middle schools in Clark County.  **Specific amounts of staff and/or serve schools**

Clark County Opioid Settlement Fund RFP 2025 Awardees

We are pleased to announce the 2025 awardees of the Clark County Opioid Settlement Fund RFP, chosen for their innovative and impactful approaches to combat the opioid crisis within our community. This funding comes as part of an ongoing effort to utilize Washington State Opioid Settlement Funds to address the multifaceted challenges posed by opioid use across Clark County.

The selected projects span a range of strategies, from expanding treatment programs within the Clark County Jail Services to bolstering educational and prevention efforts within Vancouver Public Schools. Each initiative has been chosen by the members of the Clark County Opioid Abatement Council to address the need to Support community efforts in opioid prevention, treatment, and recovery.

Below are the awardees and a brief overview of the funded projects:

Clark County Jail Services

  • Total Amount Awarded: $ 1,100,000
  • Years Funded: 2
  • Expansion of the Medication for Opioid Use Disorder (MOUD) Program in the jail to include prescription and recovery support services.

Couve Collective

  • Amount Awarded: $101,708
  • Years Funded: 1
  • Continued support for the “Couve Opiate Response Effort” (CORE) including naloxone distribution, case management, and dedicated communication line for participants.

Educational Service District 112

  • Total Amount Awarded: $338,404.69
  • Years Funded: 2
  • Collaborative projects with local schools for opioid prevention education, safe storage initiatives, medication disposal coordination, and naloxone access improvement.

Recovery Café Clark County

  • Amount Awarded: $400,000
  • Years Funded: 1
  • Enhancement of services including new recovery coaches and training for peer workers in collaboration with emergency responders and community courts.

Southwest Accountable Community of Health

  • Total Amount Awarded: $410,794.32
  • Years Funded: 2
  • Support for the Narcan vending machine project, aiming to improve accessibility to opioid overdose reversal medication.

Vancouver Public Schools

  • Total Amount Awarded: $199,663
  • Years Funded: 2
  • Establishment of a Prevention/Intervention Specialist to focus on early intervention and prevention in elementary schools.

City of Vancouver Bridge Shelter Project

  • Amount Awarded: $2,750,000

Opioid Settlement Fund 2024 Overview​

  • Clark County Jail Services in the amount of $270,612. This will increase the number of eligible incarcerated people started on new prescriptions for opioid use disorder. The funding will also provide peer recovery support and coordinate care with the Clark County Jail Reentry Program.
  • Boys and Girls Clubs: $86,475; strengthen opioid abuse prevention strategies
  • Clark County Fire Rescue: $118,423; staffing for full-time community health worker
  • Couve Collective: $83,378; increase capacity by expanding existing space; invest in outreach
  • Columbia River Mental Health Services: $51,493; staffing for medication assisted treatment
  • ESD 112: $97,634; prevent opioid misuse in local youth
  • Lifeline Connections: $113,320; jail transition services and peer counseling
  • Recovery Café Clark County: $81,576; provide satellite office near VHA projects that target the houseless
  • Southwest Washington Accountable Community of Health: $53,975; naloxone vending machine network and youth prevention training

The next application period for the Clark County Opioid Settlement Funds will begin in Quarter 1 of 2026.
